The USS Downes, hit by a Japanese incendiary bomb while in dry dock alongside the USS Cassin (not pictured, behind Downes). The dry dock was flooded in an attempt to smother the fires, but this only worsened conditions, as oil from a ruptured fuel tank spread out across the water. This photograph is part of a series of photographs from the U.S. Senate investigation of the Japanese attack on Pearl Harbor, 7 Dec. 1941.
